I can not agree about lock up your safety statutes.  What is needed is
education.  The parents only failing here is to teach the kids.  The
child is responsible for the deed.  I am assuming the parents told the
child no and in this trajic case he disobeyed.  Rather than some new
facist restriction put the kid in military school and have them attend
weekend counciling.
